About this position
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/22/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Managing or overseeing payroll, financial systems, or accounting operations, including reconciliation and reporting of financial data. Analyzing financial or administrative processes and recommending improvements to increase efficiency, accuracy, and compliance. Applying knowledge of federal financial regulations, policies, and procedures to ensure proper program execution Providing technical guidance or supervision to staff engaged in financial management, payroll operations, or administrative functions. This position leads to the Payroll Field Operations, Phone Team, within the Financial Payroll Service at the Financial Services Center. The incumbent provides program management oversight for centralized payroll planning and operations while ensuring VA's multi-billion-dollar payroll is reported and recorded timely and accurately. Performs advisory duties associated with the management and control of resources or funds within a centralized payroll structure.
- Major Duties: Supervises the activities of personnel engaged in the planning, program control and management, civilian personnel management, and general administrative support of the organization responsible for payroll operations. Provides administrative and technical supervision necessary for accomplishing the work of the unit. Performs the administrative and personnel management functions relative to staff supervised. Establishes guidelines and performance expectations for staff, which are clearly communicated throughout the formal employee performance management system. Oversees the workflow related to determining pay, maintaining payroll and accounting records, and completing related reports pertaining to civilian employees of the while applying pay and leave laws, rules, regulations, and agency policy regarding entitlements to overtime, differentials, hazardous duty, holiday and special rates, premium pay, and allowances. Serves as technical expert and ensures section operating procedures are current; changes are included when necessary and made available to employees timely.
