About this position

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/12/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Selective Placement Factors (SPF) are a prerequisite to an appointment and represent minimum requirements for the position. The Selective Placement Factor for this position is: Utilizes data mining techniques, business intelligence tools, Power BI, SharePoint, SQL. AND You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. In order to meet the minimum qualifications for this position, you must meet 3/5 of the following examples of specialized experience: Examples of specialized experience would typically include, but are not limited to: Knowledge of management principles, practices, and processes in order to design, develop, produce, analyze, and distribute program and project data; Knowledge and skill in utilizing structured query language (SQL) and reporting techniques; and knowledge of organizational procedures, techniques and systems sufficient to document processes to improve project management, productivity, efficiency, controls, and planning; Skill in preparing briefing charts, fact sheets, and staff reports complete with findings, analyses, recommendations, and other correspondence as needed; Ability to review and analyze data/reports from various automated systems and other sources to track the trends, effectiveness, and needed improvements to procedures and processes, to align with VA regulations and policies; Knowledge and skill in using data mining techniques, data warehouse, business intelligence tools, Power BI, enterprise data repositories and universes, SharePoint, Business Objects, and other applications such as MS Excel and MS Access in order to prepare a wide variety of project management reports and dashboards for program analysis and upward reporting. OR, Education:Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. if related, in a field that is directly related to the work of this position that demonstrate the knowledge, skills, and abilities necessary to do the work. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate level education (beyond the first 2 years) in a field that is directly related to the work of this position that demonstrate the knowledge, skills, and abilities necessary to do the work equivalent to the total requirement of this position (e.g., 6 months of specialized experience and 1 year of post masters degree graduate education). The employee will serve as the Program Analyst, located in the Data and Information Department, Veterans Crisis Line (VCL), Veterans Affair (VA). The VCL is a 24-hour, 7-days-a-week, 365-days-a-year service aimed at connecting callers worldwide to a caring, qualified Veterans Administration employee. The VCL's mission is to provide 24/7, world-class suicide prevention and crisis intervention services to Veterans, Service Members and their family members.
  • The duties of the position include but not limited to: Responsible for the design, development, production, analysis, and distribution of data reports and dashboards. Track incoming requests for data and reports, complete routine requests, sends more complex requests to other team members. Prepares a wide variety of reports and dashboards for program analysis, upward reporting to managers and program leads, data validation, and other data calls, as required. Develops user guides based on existing manuals, also creates job aids and other user materials. Translates routine business requirements into specifications to implement the required reports and dashboards. Uses data mining techniques, business intelligence tools, data repositories, Power BI, SharePoint, and other applications Converts the data into an MS Excel or MS Access file, sets up the spreadsheet in a format with named columns and headers, filters the data to exclude unneeded rows, produces needed graphics, and saves the report for distribution and access. Grants employees' access to the data reports and distributes email notifications of new reports to program employees. Trains employees to access recurring reports, describes the source of the data to enable change management, and demonstrates alternative reports and selection of variables for accessing program and project data and information. Collaborates with program and project team members including customer representatives to share report queries with employees in other offices to maximize value of developed reports across the enterprise and share lessons learned. Reviews data reports to validate that the results accurately represent information entered. Notifies appropriate personnel to implement needed corrections and informs employees of potential data errors to avoid use of faulty data reports for decision-making. Track incoming requests for data and reports, complete routine requests, sends more complex requests to other team members. Develops user guides based on existing manuals, also creates job aids and other user materials. Translates routine business requirements into specifications to implement the required reports and dashboards, which are created from multiple data sources, using Structured Query Language (SQL) code and procedures, business objects, Data Warehouse universes. Grants employees access to the data reports and distributes email notifications of new reports to program employees. Identifies and resolves errors and data upload failures for production of existing data reports. Reviews data reports to validate that the results accurately represent information entered. Notifies appropriate personnel to implement needed corrections and informs employees of potential data errors to avoid use of faulty data reports for decision-making. Makes recommendations to improve system functions and performance. Performs other duties as assigned. Work Schedule: Tour of Duty is typically Administrative Hours. Tour is subject to change based on program needs. Compressed/Flexible: May be authorized upon supervisor approval after training per Agency policy. Remote: This is remote position. Selectees will work 100% of the time in a non-VA-owned space outside of the local commuting area of a parent station. The employee's workspace must be suitable for conducting business and as such, remote employees are expected to provide a secure, distraction-free home-based worksite with reliable high speed internet connectivity. The employee will be required to travel to the closest VA Medical Center or VA Outpatient Clinic for issuance of equipment, and as needed for technical support.
